Regular attacks: Pepperbox and Plague Needle probably deal too little damage on their regular attacks to be worth using. They do have a good infliction rate of their status but it doesn't outweigh raw damage. Some monsters are immune or resist status, and other sources (teammates) can inflict status creating overlap.
 
Charge attack: Blitz Charge outdamages Pepperbox against Undead. Grim Repeater does the same against Constructs. Blitz outdoes Plague since damage is better than poison you can get from other sources.
 
  
Conclusion: Blitz and Grim are powerful. ASI and CTR. Blitz probably has more ASI uses than Grim. Slimes are slow so spamming charges on them with Grim is probably best. Against gremlins you often can't get too close either to spam regular attacks. Regular attacks only deal enough damage against Weak enemies, Charge attacks are good against Weak+Neutral.

Overall leaning towards CTR for Grim, ASI and CTR for Blitz. Plague Needle might have a niche use with ASI for solo play where you have no easily accessible poison. Regular attacks would probably still be powerful enough with the added dmg from poison and can be used to spray poison around. Pepperbox seems to be in a really bad spot compared to Blitz or Grim because the devs didn't take into account how their defense calculation works. The small reduction in base damage to compensate for the Fire Status ends up being a huge reduction in actual damage output on a normal gun that shoots 6-15 bullets.

Winter Grave: CTR, charge is OP but freeze hurts it a little bit. Not that it matters because it is OP. Regular attacks are probably good to flinch some gremlins. ASI is a nice extra.
