Archilus
Description
Archilus is located in the Hall of Heroes, which is accessible through the Hall of Heroes mission. He sells a fixed list of recipes, but you will only be able to see and purchase up to a certain star level which is based on your clearance. All recipes purchased from this vendor bind upon purchase.
