Many browsers are limited to showing only the first frame of Animated PNG files. If the image is not animated, do not reupload the image. Animated PNGs may be viewed through Firefox, the APNG extension for Chrome, or Extensions for other browsers.

Sometimes an image can take a while to load and might appear "laggy." Editors try their best to upload high quality files, so be patient and/or refresh your browser to load a smoother animation - in general, animations will not be "jumpy" or otherwise be associated with in-game "lag" issues if properly loaded.
