Many NPCs wear scarves during Winterfest. The Ghostmane Stalker gremlin always wears a scarf.

Several of the higher star armor items in the Shade Armor line have a built-in scarf. These are animated, flapping in the wind.

This scarf was introduced during the second Winterfest in 2012 and were obtained via Randolph.

The next year it was available in the Supply Depot for 750 energy as well as from Randolph for Winter Wish tokens.
