This place can only be accessed via the 1-4 Mission: Crossing the Chasm.
Recruit missions become locked as soon as the player loads this floor. The player is able to cross the chasm into Haven after the events that transpired in recruit missions. This floor consists of a small area right outside the Haven Town Square that is only accessible via this mission. A Proto Bomb is acquired and Rhendon will explain how to use it. Several miscellaneous NPCs and a Spiral Warden with the title of Guardian Knight greet the player.
The "Welcome, Stranger" achievement can be earned by stepping near the border into the Town Square (the player does not have to enter the Town Square to trigger the achievement). The next dialogue missions can also be started without stepping into the Town Square. The 2-1 Mission: Welcome to Haven! will start automatically after the player loads into the Town Square.
I'll take the artifact to the lab. When you're ready you should head into Haven and meet up with the rest of the crew. I have a feeling we might be stuck on this planet for quite some time, so we might as well see what we can do to help.
