The Jigsaw Valley is a region. Regions categorize levels with similar characteristics that have been incorporated into the Clockworks.

Description

Appearing to be sky islands ripped apart and put back together again as if it were a puzzle this world can sometimes be confusing to navigate. Unfortunately it also seems to be home to a host of mindless slimes and constructs who do not seem to mind its erratic layout. — Gate Icons

For example, Emerald Axis is never in a rotation with Jade Tangle or Perimeter Promenade, only Emerald Axis II. Rotation time seems to always be 3 minutes or less.
