This seems to be a deliberate technical choice on the part of the developers, allowing for the construction of a unique level using old graphics resources.

The Starlight Cradle is a region. Regions categorize levels with similar characteristics that have been incorporated into the Clockworks.

Description

Beneath a moonlit sky azure islands drift in a sea of stars. These islands are home to creatures that are more than happy to creep upon those who succumb to this world's endless lullaby. — Gate Icons

Characteristics

Each level map is fixed.

Levels are populated by multitudes of Slooms, Lichens, and Jelly Cubes. A few Kleptolisks, and Lumbers appear in certain levels, and Toxigels only show up in Torporal Titan.

The background is a night sky with clouds and little stars falling.

Similar grassy terrain can be seen in the Aurora Isles, Jigsaw Valley, Lichenous Lair, Treasure Trove, and Wolver Den regions.

The Aurora Isles and Starlight Cradle share a similar soundtrack.
