Because the Spiral Scale items aren't required to craft the Drake Scale set which is why it's not included. Same goes with the Plate series. - I don't understand what you mean, do you mean it's part of the Spiral Scale set (because it is) or it should be part of the Drake/Wyvern/Dragon Scale series?
