Yeah it's one of those old silly files. Take the issue up with support - I'd just ask them to unprotect it instead of have them update it. It's not an image of a billing issue or overly ToS sensitive, so, must have been a default setting that protected it by accident because of the account type of the user who uploaded it. --Novaster 23:47, 6 July 2015 (UTC)
