There is no recipe for this item and no vendors sell it. The only way to obtain it is to choose it during character creation.

Although there is no official set for the Spiral Pith Helm, if we match the Spiral Pith Helm to its corresponding breaker set, the Frostbreaker Set, the helmet should pair up with the Spiral Brigandine.
