Purpose
Barrus is a character in the Hall of Heroes. He has replaced the Spiral Warden that you should talk to in order to get your clearance, respectively. However, he functions identically to one.
Lore
Some believe that Barrus leads the Spiral Order, given both his status as a warden, and his extremely rare and powerful equipment.
