Acquisition

The Black Kat Mail can be crafted at the Mysterious Alchemy Machine. As long as you have the ingredients you can craft this item, regardless of whether or not the associated event(s) are occurring.

Recipe

The Player does not need to buy a recipe for this item. The item is made at a special alchemy machine in Moorcroft Manor, which is pre-programmed with the recipe.
