"Rose Regalia" is a term associated with a very specific set of promotions. Each of these promotions featured different colors of the Chapeau and Tabard costumes - players acquired these items with different methods, depending on the promotion.
Lore associated with the Rose Regalia:
...a sacred order of brave and especially dashing heroes whose numerous adventures are the subject of many folk tales. The Knights of the Rose were said to be peerless fencers, believing that their blades were like the flowers of their name: a delicate thing of beauty that hides a vicious sting.

Not really a promotion - two themed sets during certain time-periods appear on the Featured Auction House and can be purchased with Crowns. It features Chapeaus and Tabards in Coral and Violet coloring:

Acquisition Details: These items were randomly obtained from a Rose Regalia Prize Box. These boxes were given by the Haven Treasury to players who made select Energy purchases during the promotion.
This promotion ran from January 15th, 2014 - January 20th, 2014 and featured Chapeaus and Tabards in Volcanic, Poison, and Polar (somewhat Frosty) coloring:

Forum Announcement (A.K.A: "Returns 2" etc.)
Acquisition Details: These items were randomly obtained from a Rose Regalia Returns Prize Box. These boxes were obtained directly via in-game purchases using real-world currency during the promotion.
This promotion ran from July 30thth, 2014 - August 12th, 2014 and featured Chapeaus and Tabards in "Amethyst", "Citrine", and Prismatic coloring:

- Rose Regalia is associated with usage of the Flourish type of sword item, as Flourishes are seen in several of the news images and loosely referenced in the lore ("fencing").
- "Rose Regalia Reappears" items were announced as "Reappear!" on the main website, but the items for "Reappear!" were available from a Rose Regalia Returns Prize Box - so, the Box has "returned," for the second time regarding "getting Regalia stuff from boxes", but considering all promotions (not just boxes), the terminology can be confusing. This page should help with clarity.
- Two free-flapping strands of fabric (not accessories - they're "part of the costume") were added to the back of the shoulders of all Tabards with the "Rose Return (August 2014)" promotion.
