"Hail" is the greeting this NPC uses - a common one to be sure, but also probably a sort of pun, because hail is precipitation that occurs during cold weather.
This NPC's name is similar to a Tibetan name (བསྟན་འཛིན) that roughly means "expounder of teachings" and "protector of faith".
