A ticket for an accessory that can be attached to the rear of select armors. Accessory tickets can be redeemed at the Accessorizor in the Haven Bazaar. — Tooltip

Cat tails were first made available during the Wild Side promotion, with the purchase of an Energy Pack in 2012.[1]. Some have since been seen in Supply Depot Flash Sales, Featured Auction House, and in the case of the Shadow Cat Tail, as an obsidian prize box prize.
