This item seems to be a modified Top hat. It features a single puffing exhaust pipe-like object and spastic gears. The metallic parts have a sheen.

It is similar to the Grand Topper.

The Splendid Topper requires both helmet top and helmet brow slots to be accessorized, but only the top ticket to remove.
