A ticket for an accessory that can be attached to the top of select helmets. Accessory tickets can be redeemed at the Accessorizor in the Haven Bazaar. — Tooltip

There are several different patterns on these hats, such as polka dots or stripes. Wolver Tails also have "different patterns for different color patterns" art.
